Hepatitis C in Pakistan: Causes, Symptoms, Prevention and Treatment

Viral hepatitis is a serious global public health problem. At present, six distinct types of hepatitis virus have been identified and called as hepatitis A, B, C, D, E and G viruses.  Treatment

HCV induces chronic infection in 50–80% of infected persons. Approximately 40–80% of these clear with treatment. According to the NIH, Hepatitis C will resolve on its own over several weeks or months. Chronic hepatitis C infections (which do not get better on their own after a few months) may be treated with antiviral medications such as pegylated interferon injections. Ribavirin (trade name Copegus, Rebetol, Ribasphere) is used for the treatment for hepatitis C. However, ribavairin must be taken with peginterferon in order for it to be an effective treatment against hepatitis C. Only upper-class Hindu could take both darshan and parsad.

During the war, its whole structure was damaged. After partition, gurdwara turned into a school and temple turned into a historical place. In 2008, the Capital Development Authority completed the remodeling of Saidpur into a tourist attraction by giving it the look and feel of a quaint village.

Difference between CSS and PMS

Main Difference

Most of the candidates get confused that weather they should choose an option of CSS or PMS. The main difference between CSS and PMS must be cleared before the discussion of optioning CSS and PMS. Both look like same, but there is a clear main difference between CSS and PMS exam. CSS is the competition on the national level while PMS is on a provincial level. CSS is a competitive examination held by federal public service commission every year for allocation of successful candidates in eight different cadres or groups of services, on the other hand, PMS is conducted by provincial management services of all the five provinces of Pakistan.

CSS VS PMS

For the convenience of the candidates, there is a brief explanation of the differences between these two types of exams.

CSS

The Central Superior Services (denoted as CSS or Bureaucracy) is an elite permanent bureaucratic authority, and the civil service that is responsible for running the civilian bureaucratic operations and government secretariats and directorates of the Cabinet secretariat. The CSS officers serve the country wide departments and they will have to travel to far and wide areas of the country.

PMS

PMS (Provisional Management Service) held by Provincial Public Service Commission (PPSC) of the four provinces of Pakistan to fill the empty seats on the posts of Provincial Management Service. PMS exams usually conducted for the provision of posts in various departments of regional government. This exam is not held on regular basis. For example, KPK PSC announced the PMS in 2008 and then after the lapse of two years the examination was again announced in 2010. PMS Officers have to serve only in a province. In PMS, your limit is your province and getting settled in any part of your own province is not as much painstaking job.

Differences

Both these examinations are equally good. No one of these is that of superior or inferior nature.

  1. PMS is conducted by provincial Public Service Commissions (PPSC, KPSC, SPSC, BPSC) while CSS is conducted by Federal Public Service Commission (FPSC).
  2. CSS is held every year regularly, but PMS exam is held after arbitrary intervals. Like in Punjab, from 2004 to 2013, only three PMS batches are conducted.
  3. In combined Competitive Examinations held by Provincial Public Service Commissions, there are different groups in which recruitment is sought for. All the candidates recruited through this exam are not the PMS Officers. Only those who specifically are placed in PMS group are called PMS Officers. In Punjab, PMS exams, up till now, have been held to recruit in Local Fund Audit, Excise and Taxation and Provincial Management Service (PMS).
  4. PMS Officers have to serve within the territory of their respective provinces (where they are domiciled) unlike those inducted through CSS who have to serve a mandatory period of at least 5 years out of their provinces.
  5. All the optional subjects in PMS are of 200 marks while, in CSS, optional subjects are of 100 and 200 marks out of which the candidate has to select subjects of 600 marks in total.
  6. Time allowed for the essay paper is only 2 hours in PMS while it is 3 hours in CSS.
  7. There is one very difficult paper in PMS with negative marking i.e. General Knowledge while is CSS there is no paper with negative marking.
  8. In CSS, candidate has to earn an overall 40% out of all three papers of General Knowledge (Pakistan Affairs, Current Affairs, and everyday science) to clear these papers. In this way, if a candidate fails in one or two of General Knowledge papers but his aggregate in GK papers is 40%, he is considered to have passed all GK papers. If a candidate fails in one of the optional subjects, but his aggregate in all other subjects excluding the marks in failing subject, is more than 50%, he qualifies for interview. But in PMS, one has to clear every subject separately and no such concessions are given.
  9. Both exams are conducted in 1200 marks of written examination, but there are 200 marks of interview in PMS and 300 in CSS.
  10. Psychological test in both is carried out for two days, one day for group discussion and second for individual interview.

Ufone U2U Balance Share Process, Limit & Charges

Sometimes your balance completely ends and you have much needed to contact to someone who is waiting for you at the station or you are to inform someone about a matter or you want to contact to someone for help. There may lot of other situations. If you are from any call service center then what will you do in this situation?

Nowadays all mobile companies are facilitating their customer with a service named as “Balance Share”. Balance sharing means one subscriber can transfer some specific amount of balance to another subscriber. There is a constraint to share balance that both subscribers are using the same cellular network. It means balance sharing between different networks is not possible.

If you are Ufone network user and you want to share the balance with other Ufone subscriber then you can do this because Ufone Share Balance service is also active with minimum tax charges.

Ufone Balance Share service is only for prepaid customers.

Here is the process of Ufone Balance Share

Step 1. Dial *828*Recipient Number*Amount# e.g. *828*0333xxxxxxx*50#.

Step 2. Customer will be prompted with: Reply with: 1 to transfer Rs. 50 to 0333xxxxxxx.

Terms, Conditions and Charges for Ufone Share Service

  • Customer will be able to share maximum Rs.200 per transaction. If more than Rs.200 is needed to transfer then another transaction is needed to initiate.
  • Rs.3.99+tax will be the service charges to share amount Rs.10 to Rs.200
  • Rs.2.5+tax is the dialing price which is included in Rs.3.99+tax.
  • Customer will be able to make 4 transactions per day. It means per day maximum balance of Rs.800 can be shared by making 4 transactions.
  • The shared balance will have to be consumed within a valid time period. It means shared balance will have to be used until expiring date.
  • Balance transferred through UShare will not have any effect on B-Party subscriber validity period.
  • Only use the SIM verified through Biometric Verification-PTA

What is IDP (International Driving Permits)/ IDL (International driving license)?

The IDL is the result of the United Nations Convention on International Road Traffic of 19 September 1949. The United Nations doesn’t actually issue the license, they merely determined and wrote the guidelines pertaining to the issuance of the International Driving Permit (IDP) or IDL as they are usually called. International Driver’s License or rather International Driving License Permit is a document that grants someone the privilege of driving a motor vehicle legally while abroad. This permission is given to the every native of the country to drive abroad. This document is used as a proof and acknowledgment of the fact that the person is eligible of driving. In abroad only those can drive a motor vehicle who has IDP. This license can be used in all those countries that support international driver’s license. These countries let the people to drive in their country. If you have it issued from the Pakistani government then this will be acceptable mostly in the countries where left hand driving pattern is valid. But it does not replace your Pakistan government-issued driver’s license. Basically, it is not a driving it serves as a basic translation of your driver’s license.

Which things are translated in an IDP/IDL

IDP/IDL serves as a basic translation of your driver’s license. The following features are translated.

  • Photo.
  • Full name.
  • Relevant driver information.

Why we need IDP/IDL

An IDL/IDP is NOT a driver’s license.  It is only a translation of your present license. The purpose of composing this license is to sort out a language barrier between motorists and police. This is the reason it’s written in nine different languages including: English, French, German, Spanish, and Chinese. It is similar in size and style to a standard passport. However, more often than not a traffic officer who stops you in a country different from where your license issues, will accept this as a license. It is also helpful in some unexpected situation like an accident is happened by you in abroad. You can show it as a proof of your eligibility to drive. An IDP may also be necessary to rent a car in the country you’re visiting.

Requirements and restrictions  for IDP/IDL

The following things are required to apply:

  • You must be at least 18 years old to apply for an international driving permit.
  • You must carry both your IDP and your driver’s license when driving abroad.
  • You must obtain your IDP in the same country that issued your driver’s license.
  • You can never use your IDP to drive in the country in which it was issued.

Validity Period

  • It is valid for up to one full year from the issued date. After one year this license will be expired.

Difference between PCS and CSS

Main Difference

Most of the people are confused that what is the actual difference between the PCS and CSS. Because both responsibilities look like same. It’s so simple, PCS is the abbreviation of Provincial Civil Services. These are the responsibilities done in a province level where as CSS is the abbreviation of Central Superior Services. PCS vs CSS

PCS (Provincial Civil Services)

PCS are the Provincial Civil Services. Basically, PCS is a combined competitive exam held for the recruitment of candidates for the civil service posts of that particular state. The number of seats in every year is not fixed. The number of seats varies according to vacancies. These posts are under the control of the State government and one cannot be transferred to another state once recruited in PCS. PCS is an organization or board who is responsible for:

  • announcing vacancies for different kinds of posts
  • selecting candidates for any announced post on merit
  • selecting civil servants for his own province ( bps-9 to bps-20)

CSS ELIGIBILITY:

Both male and female candidates are eligible

Nationality: Pakistani

Education: Graduation (14 years of education)

Age: 21 – 28 years on 31st of the preceding December.

For example, for CSS-2016 age must be between 21 – 28 years on 31 December 2015.

CSS AGE-LIMITS

A candidate for admission to the CSS Examination-2016 must have attained the age of 21 years and must not have attained the age of 28 years on 31st December 2015 (i.e. a candidate born on or before 31st December 1987 and on or after 2nd January 1995 will not be eligible).

Difference between PMS and PCS

PCS Stands for Provincial Civil Service while PMS stands For Provincial Management Service. This PMS concept was introduced in 2004, under PMS Rules 2004 by Punjab Government. The 1st Batch of PMS was Recruited in 2005, 2006 was second and recently inducted batch is the third one and the selected officers are under training.

Both are quite same, PCS was the used previously and PMS is a current term. , PCS is a combined competitive exam held for the recruitment of candidates for the civil service posts of that particular state and PMS is a type of test which held by Provincial Public Service Commission (PPSC) of the four provinces of Pakistan to fill the empty seats on the posts of Provincial Management Service. PMS exams usually conducted for the provision of posts in various departments of regional government. However, PMS exams in Pakistan are not held on the regular basis but PPSC announced exam schedule one month before when there are jobs.

So, PCS is an organization or board who is responsible for:

  • announcing vacancies for different kinds of posts
  • selecting candidates for any announced post on merit
  • selecting civil servants for his own province (bps-9 to bps-20)

Some of the people tried to differentiate PCS from PMS due to some reason:

Provincial Management Service (PMS) is a cadre quite different from or PCS. It has been recognized as the premier service of the Province of Punjab. It is being hoped that this cadre would emerge with the DMG in the province of Punjab due to the following reasons.

 

  1. PMS Officers will join the office of DDO at field what DMGs also join at the beginning of their career. They will not join as their subordinates as happened earlier when they used to join as EACs working under the ACs.

 

  1. Their training is being improved to reduce the difference of training between the PCS/PSS and DMGs. Those PMS Officers who will stand at the top positions in MPDD by the end of their training will be sent to Singapore Civil Service College for further development of their potential.

 

  1. The number of seats at field and secretariat are being increased with the passage of time which will be helpful for rapid promotions of PMS Officers.

 

  1. PMS Officers will be working on all type of managerial positions in the province (may be outside on deputation) and not merely in revenue department or as section officers.

Some of the people tried to differentiate PMS from PCS on the following base:

 

  1. Provincial Civil Service (PCS) was made up of three branches
  • PCS-Executive
  • PCS-Secretariat branch (provincial secretariat service (PSS))
  • PCS-Judicial branch

But all these three streams put together made Provincial civil service (PCS) and in common understanding PCS stood for Executive Branch.

  1. PPSC conducted combined competitive examination for the Posts of Extra Assistant commissioners and Section officers.

So it is clear that PCS and PMS are same. PCS is the old name of PMS. This time, PMS term is used for PCS.

 

 

 

PEC Ranking of Accredited Engineering Programme in Pakistan

The Pakistan Engineering Council is a constitutional and authentic body which was constituted under the PEC Act 1976 (V of 1976). Its main functions include registration of engineers, consulting engineers, constructors/operators and accreditation of engineering programmes which are being done in different accredited and recognized universities/institutions. The purpose of these programmes is to assist, ensure and manage professional development in Federal Government. PEC establish the standards for engineering products and services besides safeguarding the interest of its members.

PEC coordinates with the Government, both at the Federal and Provincial level by participating in Commissions, Committees and Advisory Bodies. It creates coordination between Government, industry and education to provide support to the Government in conducting technical enquiries and recommending remedial measures on the subjects referred. It is a completely representative body of the engineering community in the country. All HEC recognized universities and institutions imparting engineering & technology education should apply to PEC for accreditation of their engineering programmes. PEC will only register students graduating from Institutions offering accredited engineering programs. The students inducted & graduated from an unaccredited program would not be registered with PEC as practicing engineers in the country.

How to get Duplicate Driving License

In his presentation he said, “Germany is the center of Europe and also its economic and political center”. He also showed some glimpse of Germany culture like traditional dances, tourist spots and classical music which are common in Germany.

So, Germany is a best and perfect place to fulfill your dreams. Along with no tuition fee, there are also other benefits of studying in Germany. According to DAAD Director, students graduated from any institute of Germany will get following benefit and preference of:

According to DAAD director every student will be charged a few euro for transport and canteen subsidy. He said, “We have three types of institutes that offer courses in different faculties. German Visa Councilor has also cleared the confusion of the audience about the matter for blocked requirement, He said amount vary from public universities to private universities.  “A state university will charge 8,040 Euros while a private university can charge up to 20,000 Euros,” he said.

Hepatitis B in Pakistan: Causes, Symptoms, Prevention & Treatment

There are five main hepatitis viruses, referred to as types A, B, C, D and E. Hepatitis A and E. Hepatitis B is a most dangerous because it is a “silent infection” that can infect people without them knowing it. Hepatitis B quietly and continuously attacks and damage the liver over many years without being detected. World Health Organization (WHO) has rated Pakistan as 2nd Country in the world having high rates of chronic infections.

In international health circles, Pakistan has been declared a “Cirrhotic State” because 3% of all population of Pakistan has been infected with hepatitis B. But according to one report, Meta-analysis from the previous studies showed that the prevalence of hepatitis B was between 3-4%. However, 20% population of Punjab and Sindh is infected with hepatitis B.

Causes

In Pakistan, hepatitis B viral infections mostly spread due to:

  • Transfusion of unscreened blood.
  • Transfer through shared or re-used needles.
  • Improper sterilization of invasive medical devices used in surgery and other internal examinations of the patient.
  • Reuse of syringes by health care providers for common ailments.
  • Transfer from an infected mother to her newborn baby during delivery.

Symptoms of Hepatitis B

A person is diagnosed with chronic hepatitis B if they test positive for hepatitis B virus for longer than 6 months. Chronic hepatitis B infection may stay with the person for a lifetime.

Preventions and Treatment

Hepatitis B has very effective vaccines. For “chronic” hepatitis B, like in other advanced countries in Pakistan there are several approved drugs which slow down the virus and reduce potential liver damage. Most infected adults are able to get rid of hepatitis B virus without any problems. However, some adults and most infected babies and children are unable to get rid of the virus and will develop chronic infections. In rare cases, they may even get rid of the virus completely.

In 1985, a scholarship scheme was launched by the Babar Ali Foundation This scholarship was a need-based scholarship scheme. The purpose of this foundation is to support those excellent and meritorious students who are not able to continue their studies in research, training in literary, agriculture, technical, scientific and professional education due to financial constrain.
